Windows: LSNRCTL start fails and yields : TNS-01197: Message 1197 not found (Doc ID 2475127.1)

Symptoms

On a new installation or a second installation on Windows with a different Oracle_Home in a separate location, the LSNRCTL start command fails with the following error stack:
