Symptoms

Error "ORA-16820: fast-start failover observer is no longer observing this 
database " seen on DGMGRL prompt as well as on Broker logs. NOTE : OBSERVER 
running on third node. if OBSERVER started with '-debug' option then 
surprisingly no errors observed.
