OLTP Compress Tables are Not Re-Using the Space in the Empty Blocks After a New INSERT (Doc ID 2477112.1)

In 12.2.0.1 tables with Advanced Compression are not re-using the space in the empty blocks after a new INSERT.  This makes the table  grow excessively when it should fit within the existing segment. This does NOT happen if the table is defined with NOCOMPRESS.
