Symptoms

Attempting to create a new database on an ODA HA

The database is to be created using an RMAN Clone

Per standard procedure this will require that the dbstorage be pre-created before the cloning process can start.

Attempting to provision dbstorage is failing

The database version in this case is 12.1.2.11 but the problem can happen on versions as high as 12.2.1.4 at the time of this note creation.
