Connections including Local using TCP/IP is intermittently slow

Symptoms
Connections are intermittently slow when using TCP and the Listener.
Timing shows:
a) simply time test -->
This is occurring at a Network Read (nttrd).
However, not ALL Network Reads, but scattered across nttrd functions (some are normal, some are 10x slower).
Because there is such a variance in returning network read data, queries that should take a few seconds are taking 10x to 100x longer.
