ODA: After Database Upgrade - PDB Opened In Restricted Mode Due To PDB Plug-in Violations Related To Datapatch (Doc ID 2481660.1)

Symptoms

After performing database upgrade from 12.1.0.2.171017 to 12.2.0.1.171017, PDB is shown in RESTRICTED mode.

However, there was no datapatch related error shown in DBUA trace.log.
Upgrading PDB seems successfully completed.
