Grid Infrastructure Upgrade : The cluster upgrade state is [FORCED] (Doc ID 2482606.1)

Symptoms

Performed the Grid Infrastructure (GI) upgrade from 12.1.0.2 to 18.3.0 for a two node cluster. rootupgrade.sh finished successfully on both nodes . Used force option to complete the upgrade from second node (last node) since activeversion was not moved to 18.0.0.0.

However, the status of below query still report the cluster upgrade state is [FORCED].
