Informatica Only: Issue with Extproc and "Missing env var SSAPR" (Doc ID 2490048.1)

The issue documented here is limited in scope the Informatica product and running External Procedure calls from the Informatica application.

Symptoms

Informatica Application using External Procedure calls or 'extproc' is failing consistently.
The error is :  [missing env var SSAPR]
Routine external procedure calls are otherwise successful.  There are no ORA or TNS errors.
Thisis a RAC installation so all database are started using SRVCTL.

Changes

 This is either a new installation or some environment changes have occurred since the last successful run on the Informatica application.
