Symptoms
Upgrading the Oracle Database from 11.2.0.4 to 12.2.0.1
The following operation took is very slow which takes 2+ hours.
04:44:34 SQL> alter table histgrm$ add ep_repeat_count number default 0 not null;
Table altered.
