ASSM Free Block Not Reused After Applying Patch 20466322 (Doc ID 2491771.1)

Symptoms

After applying patch 20466322 (or DBPSU which contains patch 20466322), blocks can not be reused (eg, 1GB space occupied while it only need 30MB). 
Problem can be reproduced in-house at will by below steps:

1. Apply patch 20466322
2. Create a big table with 1 million rows with CTAS.
3. Delete all the rows and then insert all the rows again with "INSERT INTO TEST_INSERT SELECT * FROM", then commit and check the table size.
4. Repeat delete/insert/commit 20 times, and table size is increased from 192MB to around 750MB (more FS4 blocks are seen)
