Symptoms
On 12.1.0.2 with Jul 2018 PSU (or bundled patch) or 12.2.0.1 Apr 2018 RU (or bundled patch) or later,
rolling back PSU fails to start CRS completely because HAIP fails to start when postpatch is run.
