Database(RACOneNode) Failure to Register Service to SCAN Listener After a Failover (Doc ID 2494058.1)

Symptoms

RACOneNode instance can not register with SCANListener which is running on remote node.

Example,

- 2 nodes GI (node1, node2)
- SCAN and SCANListener is running on node1
- RACOneNode(orcl_2) is runnging on node2

RACOneNode instance(orcl_2) can not register with SCANs which is runing on remote node(node1).

Remote clients might be encountering ORA-12514 following the failover. 
TNS:listener does not currently know of service requested in connect descriptor

Changes

 SCANs/RACOneNode executed failover to other node.
