EM13c: ODA plugin is not listed on the installer during the Fresh Installation (Doc ID 2495491.1)

Symptoms

ODA ( Oracle Database Appliance ) plugin is not listed on the installer during the Base installation of Enterprise Manager Cloud Control 13c .

Plugin was downloaded and placed in the PLUGIN_LOCATION (/u01/software) .

[oracle@test software]$ ls
13.1.1.1.0_oracle.dba.odba_2000_0.zip
em13300_linux64-5.zip          em13300_linux64-2.zip
em13300_linux64-6.zip          em13300_linux64-3.zip
em13300_linux64.bin             em13300_linux64-4.zip

From the Screen Shot we can see it doesn't have the ODA plugin listed
