Goal
From 12c onward, the incremental statistics could work efficiency when gathering global statistics after partition exchange.
For utilizing this function, both table's preference INCREMENTAL have to be TRUE, and non-partitioned table's statistics have to be collected with preference INCREMENTAL_LEVEL as TABLE (default PARTITION) before exchanging partition.
That allows Oracle to compute global statistics without accessing user-data table.
