Shutdown takes 5 sec per sessions via TNS listener on 12.2 and later (Doc ID 2497007.1)

When shutdown a database instance, it takes long periods if there are many user-sessions via TNS Listener. 

During shutdown, 5 seconds per an user session are needed.  Also, when this is caused, a trace files is created which includes bellow information.
