ORA-942 Error Appears When Clicking AWR Report Link In 18c EM Express

Symptoms
When clicking the AWR Report link from 18c Enterprise Manager Express, ORA-942 error dialogue appears:
ORA-00942: table or view does not exist
The error is raised only when the connected user is not SYS.
The user is granted EM_EXPRESS_ALL and EM_EXPRESS_BASIC roles.
Changes
This error may start to appear under following changes:
- Previously the link worked fine when connected as SYS user but connecting as other users raise ORA-942
- EM Express worked fine before the database was upgraded to 18c.
