Why Only Specific Users Appear In DBA_USERS_WITH_DEFPWD View (Doc ID 2506480.1)

The Goal of this note is to discover why some users are appearing under dba_users_with_defpwd view while some other similar users are not.

For Exp. When a user TEST is created with password TEST, it will show up in DBA_USERS_WITH_DEFPWD. If another user TEST2 is created with password TEST2 it will not show up.

Even when the password for the user TEST2 is changed as TEST then also it doesn't appear in the view and if the password for the user TEST is changed to TEST1 then the user TEST is not listed in dba_users_with_defpwd.
