Symptoms

After upgrading database from 12.1 to 12.2, an application with JDBC drivers has problems showing the national characterset.

-  This issue does not reproduce in SQL*Plus. 

-  This issue is seen when the database parameter NLS_CHARACTERSET has the value EE8ISO8859P2.

Changes

 Database upgraded from 12.1.x to 12.2.x.
