Attempting to Create a New PDB Fails With Error ORA-00600 [kswsremop_1], [4294967169] (Doc ID 2508829.1)

Symptoms

In a Multitenant Database with RAC One Database, the following error occurs when creating a PDB:

create pluggable database <DATABASE> admin user <USER> identified by * create_file_dest='<DISKGROUP>' path_prefix='<DIR>'

If any errors are encountered before the pdb is marked as NEW,

then the pdb must be dropped
