Symptoms

dbua upgrade 11.2 to 12.2 encountered ora-01017

trace.log_<time stamp> has following error message

[Thread-196] [ 2019-02-16 19:51:30.301 EST ] [StepErrorHandler.collectNonIgnorableError:517]  Collecting non-ignorable error :[[Oracle_Server.log] , ORA-01017: invalid username/password; logon denied]

[Thread-179] [ 2019-02-16 19:51:39.391 EST ] [SummarizableStep.executeImpl:240]  Failed to start the database in upgrade mode.
