"Library Cache Lock" Caused By Dbms_stats.save_inmemory_stats

Symptoms
On : 12.2.0.1 version, RDBMS
DDL with ALTER TABLE <table name> TRUNCATE SUBPARTITION, but it is hanging with "library cache lock" due to In-Memory worker process (W000) which runs dbms_stats.save_inmemory_stats
Dbms_stats.save_inmemory_stats runs indefinitely on a 12.2 database with inmemory enabled and places a library cache lock for the gather stats job, preventing from collecting statistics
