Symptoms
Using DBCA to register a PDB with OID/OUD, where the PDB is on a Data Guard active standby, fails with:
[FATAL] [DBT-08101] The selected PDB (<YOUR_PDB_NAME_HERE>) is not open.
CAUSE: PDB has to be open in READ WRITE mode to perform the configuration.
This is not a problem on the primary database.
