Unable To Create 12.1.0.2 Dbhome In The New ODA X7-2 Version 18.3: DCS-10001:Internal error encountered: DB Clone does not exist in (Doc ID 2512542.1)

On : Oracle Database Appliance X7-2 HA Hardware 18.3

Unable to create 12.1.0.2 dbhome in the new ODA X7 version 18.3

I downloaded the below 12.1.0.2 RDBMS Clone for ODA X7-2 with patch bundle 18.3 and ran the below steps.
  
Patch 23494992: ORACLE DATABASE APPLIANCE RDBMS CLONE 12.1.0.2.180717 FOR ODACLI/DCS STACK


-> unzip p23494992_183000_Linux-x86-64.zip

-> odacli update-repository -f /cloudfs/software/dbhomes/12.1.0.2/p23494992_183000_Linux-x86-64.zip

When I do the list-jobs, I see Repository Update job as successful.
-> odacli list-jobs

And this is where I get the error.
