DML Changes Missing on New Mview Built with PREBUILT Option (Doc ID 2512716.1)

Symptoms

Mview created using prebuilt option not reflecting delta changes after mview refresh complete. There is no effect of mview log created on base table which was used for tracking changes happen on base table after mview creation process started.
