After Upgrade to BDA 4.13/CDH 5.15.1 the Navigator Metadata Web UI Fails with "HTTP ERROR: 503" (Doc ID 2515279.1)

Symptoms

After upgrade to BDA 4.13/CDH 5.15.1 the Navigator service is up but the Navigator Metadata Web UI fails with:

HTTP ERROR: 503

Problem accessing /. Reason:
Service Unavailable

Powered by Jetty://

The Navigator Metadata Server log, /var/log/cloudera-scm-navigator/mgmt-cmf-mgmt-NAVIGATORMETASERVER-<HOSTNAME>.<DOMAINNAME>.log.out, where <HOSTNAME> represents the hostname of the host with Navigator role, reports:
