Symptoms

1. Step 1 of a BDA 4.13 Mammoth install fails due to the presence of /root/BDA_REBOOT_FAILED files on one or more hosts.

2. Reviewing the /root/BDA_REBOOT_FAILED files shows that each reports that the bda monitor is stopped. Output looks like:

Wrong bda-monitor status : bda monitor is stopped

3 However the bda monitor is running on each host with the /root/BDA_REBOOT_FAILED file.
