Add global service with -locality LOCAL_ONLY for pdb, but status service showed Affinity: ANYWHERE

GDSCTL>add service -service <service name> -gdspool <gds pool name> -preferred_all -locality LOCAL_ONLY -pdbname <pdb name>
GDSCTL>status service -service <service name>
