Symptoms
When schedule a Job to run e.g. a Program or an anonymous PL/SQL block the user system function returns the name of the Job Creator. However; if a Chain is scheduled USER returns the Owner of the Object submitting the Job.
Here chain step job took a different user other than chain JOB creator
