On : 12.2.0.1 version, Clusterware

When attempting to start CRS,
the following error occurs.

The issue can be reproduced at will with the following steps:
1. crsctl start crs

The issue has the following business impact:
Due to this issue, users cannot start 1 node in the RAC and only one node was available, the scalability of the cluster was impacted.
