ORA-25433: User Does Not Have INHERIT REMOTE PRIVILEGES Privilege On Connected User (After Upgrading To 12.2) (Doc ID 2521756.1)

Symptoms

After upgrading to 12.2, users get errors similar to the following:

ORA-25433: User <package_owner> does not have INHERIT REMOTE PRIVILEGES privilege on connected user <database_user>.

The package interacts with remote objects over a connected-user database link (DBLINK).
The user has EXECUTE permission directly on the stored procedure in the package.
This error does not occur if the package is executed as the package owner.
This error does not occur in 12.1.

Changes

Database was upgraded to 12.2.
