Symptoms

While executing 'patchmgr -ibswitches -upgrade -ibswitch_precheck' using the patchmgr provided by Exadata system software:19.2.0.0.0(patch 28796070),
the precheck succeeds but always reports 'g_working_ibswitch_list: No such file or directory' error.
