ORA-01994 "password file missing or disabled" when changing SYS password (Doc ID 2535089.1)

An error ORA-01994 is encountered when trying to change the password for user SYS.

There is a new requirement in version 12.2 that if the SYS password is changed, the passwordfile must have been configured.
