Symptoms

The TNSPING utility fails with the following error stack:

Message 3513 not found; No message file for product=NETWORK,
facility=TNSMessage 3509 not found, facility=TNSMessage 3512 not found,facility=TNSMessage 3511 not found
No message file for product=NETWORK, facility=TNS"

Changes

 This may be a new installation of Oracle client or RDBMS.  A change to the System / Environment may have recently taken place.
