Hang Manager Reports Not In Wait Pseudo Sessions As Hung (Doc ID 2536192.1)

Symptoms

Large trace files produced of name <SID>_dia0_<PID>_base_*.trc under <ORACLE_BASE>/diag/rdbms/<DBNAME>/<SID>/trace location. Hang manager reports sessions with process id 0 (zero) waiting for idle wait events as hung/not in wait. There is no OS PID associated. Following messages inside the trace file.
