Does Disabling "Shared Server" Require a Restart Of The Database Instance ?

Goal
As title, the database is going to disable the "Shared Server" by issuing the following:
ALTER SYSTEM SET DISPATCHERS ='' scope=both sid='*';
ALTER SYSTEM SET SHARED_SERVERS = 0 scope=both sid='*';
ALTER SYSTEM SET MAX_SHARED_SERVERS = 0 scope=both sid='*';
The question is, after the execution of the SQL. Is it necessary to restart the database server to make the configuration take effect and what will be the expected behavior on both restarting and non-restarting approach?
