Symptoms

Start of OracleVssWriter<SID> fails with system error 5.
The following errors remains in the event viewer.

Application log

Information    2/12/2019 6:57:25 AM    Oracle.VSSWriter.<SID>    4112    (255)    "VSS-04112: Oracle VSS writer service for database instance <SID> stopped.

Additional info :
Oracle VSS writer version 12.1.0.0.0 Beta."
Information    2/12/2019 6:57:25 AM    Oracle.VSSWriter.<SID>    4111    (255)    "VSS-04111: Oracle VSS writer service for database instance <SID> started.

Error    2/12/2019 6:57:25 AM    VSS    8213    None    Volume Shadow Copy Service error: The process that hosts the writer with name Oracle VSS Writer - <SID> and ID {<ID>} does not run under a user with sufficient access rights. Consider running this process under a local account which is either Local System, Administrator, Network Service, or Local Service.
