18c::CRS remained in [UPGRADE FINAL] state after successful completion of rootupgrade.sh on last node (Doc ID 2541825.1)

Symptoms

While doing Rolling upgrading Grid Infrastructure from 12.1.0.2 to 18c.
After running rootupgrade.sh on last node ,it went successful.But cluster stayed on [UPGRADE FINAL].
