OCI Fails With ORA 21700 While Binding SQLT_SLS And SQLT_INT (Doc ID 2544689.1)

In 12.2 OCI,when trying to bind a number array to a plsql index by table(i.e any table of number ) fails with ora-21700.

Observed the error for SQLT_SLS and SQLT_INT.

If the Procedure is called from an anonymous PL/SQL-Block the error does not occur. However the same code works fine in 12.1

It can be explained with the help of below example
