Symptoms

Migrating TDE from File to OKV errors out with below

ORA-28407: Hardware Security Module failed with PKCS#11 error CKR_FUNCTION_FAILED(%d)

 

SQL> administer key management set encryption key identified by "password" migrate using "password";

 

Fails with below error code
