DBCA Allows PDB$SEED to be Created with a Subset of CDB Options -- Ramifications and Cautions (Doc ID 2546527.1)

Symptoms

Starting in 12.2, DBCA allows you to create a PDB$SEED with a subset of CDB options when you create the CDB, which is not recommended by Multitenant.

When you are creating a CDB, the "Install in PDB" options you check will populate those options in the PDB$SEED, even if you said not to create any PDBs.   Doing this will cause these WARNINGs in  PDB_PLUG_IN_VIOLATIONS, such as the following:

You used DBCA to create a CDB and did not check all the options under the "Install in PDB" column in the GUI, even if you had chosen to create no PDBs, only the CDB.   Creating the CDB always creates the PDB$SEED; you do not have control over that.  The options under "Install in PDB" apply to the PDB$SEED as well as any other elected PDBs when you are creating the CDB.
