Failed to create griddisk after re-image to 19.2.2.0.0.190513 in slot 0 and slot 1 (Doc ID 2547121.1)

Symptoms

This issue effects X6 model and below.

On X6-2 HC Exadata machine, one CELL was re-imaged to 19.2.2.0. The other two CELLs upgrade from 18.1.6 to 19.2.
After re-image the /boot used 244mb space due to the customer can't create reco griddisk the same size as reco griddisk in the other CELLs in slot 0 and slot 1.

Created RECO griddisk in slot0 and solt1 failed with error 'Not enough free space' on Re-imaged issue CELL.

Changes

 Re-image to 19.2 from 18.1.6 Exadata machine.
