ORA-01461 When Using DBMS_XMLSTORE.INSERTXML With A BLOB > 4000 Characters (Doc ID 2547740.1)

Symptoms

On Oracle 12.1.0.2, when trying to insert data from XML file into a table with a BLOB column, using DBMS_XMLSTORE.INSERTXML,
- if the BLOB>4000 characters and error is returned:
ORA-31011: XML parsing failed
ORA-19202: Error occurred in XML processing
LPX-00222: error received from SAX callback function
ORA-01461: can bind a LONG value only for insert into a LONG column
ORA-06512: at "SYS.DBMS_XMLSTORE", line 78

The problem does not occur on 12.2.0.1.

There is no issue on any version with a CLOB column.
