Symptoms

Attempts to install 11.2.0.4 on OpenVMS fail with,

%CREATE-E-DIRNOTCRE, ORA_ROOT:[ORDIM.LIB32] directory file not created
-RMS-F-DEV, error in device name or inappropriate device type for operation
%CREATE-E-DIRNOTCRE, ORA_ROOT:[MGW.LIB32] directory file not created
