Install Oracle Client 18c GUI hang at "[nativesystem.WindowsNative.Native] Reading from the pipe" messges. (Doc ID 2550706.1)

Symptoms

Install Oracle client 18.1 hang on the first GUI and no any errors prompt on the GUI.

The installation log repeat the following messages.
