Enq: MS - Contention When Using Timestamp-based Mview Log (Doc ID 2555801.1)

Symptoms

Mview is using "Timestamp-based Mview Log", and occasionally lots of select and insert statement are blocked by "Enq: MS - Contention" when J000 process is refreshing the MVIEW, the session held MS enqueue is performing below SQL statement:
