DBMS_COMPARISON Invalid After Revoking Privileges from Public (Doc ID 2557791.1)

Symptoms

Revoked execute/select/read privileges from public.

Revoked following:
'UTL_HTTP', 'UTL_FILE', 'UTL_TCP', 'UTL_SMTP', 'DBMS_RANDOM',
'DBMS_LOB', 'ALL_USERS', 'ROLE_ROLE_PRIVS', 'DBMS_SQL', 'DBMS_JOB',
'DBMS_OBFUSCATION_TOOLKIT', 'ALL_SOURCE', 'DBMS_JVM_EXP_PERMS',
'DBMS_JAVA', 'DBMS_JAVA_TEST', 'DBMS_SYS_SQL',
'DBMS_BACKUP_RESTORE'

After revoking, granted those privileges individually to sys and system, then recompile all objects by running utlrp.sql.

On previous oracle versions below 12.2, this process worked without any issues.

On 12.2 database still have two invalid objects. When try to compile manually, get error messages.
