Symptoms

Oracle Database 18.1.0.0.0, Autonomous Database in OCI:

GRANT on SYS.V$VERSION, or other SYS-owned views, is failing with:

  ORA-01031: insufficient privileges

This is being done in SQL Developer as the user "ADMIN".
