Prepatch report for 18.5.0.0.0 fails with DCS-10001

odacli create-patchreport failes with DCS-10001 that GI is not at required version.

[root@xxx patch]# odacli create-prepatchreport -v 18.5.0.0 -s -st
DCS-10001:Internal error encountered: Current Gi version is not compatible to update to 18.5.0.0.0. Please update the server components in the following order [18.3.0.0.0].
