12.2.0.1 All Nodes Crashed When Shutting Down One Node's Private Network

Symptoms
12.2.0.1, when shutting down one node's private network(by ifdown ib0 & ifdown ib1) on Exadata platform, all nodes are crashed. Actually this is not an Exadata specific issue, but a clusterware issue.
node1 cssd log: diag/crs/<node_name>/crs/trace/ocssd.trc
It claims that node2 public network was down, but it is NOT the case.
