Navigator Metadata Server Is In Bad Health After Mammoth 4.13.0 Upgrade (Doc ID 2569239.1)

Symptoms

After upgrade to BDA v4.13.0, the Navigator Metadata Server is in bad health with errors in the Navigator Metadata Server log like below:

Exception in thread "main" java.lang.RuntimeException: javax.crypto.BadPaddingException: Invalid Ciphertext String
at com.google.common.base.Throwables.propagate(Throwables.java:160)
at com.cloudera.nav.security.CryptoUtil.getClearText(CryptoUtil.java:42)
at com.cloudera.nav.server.NavOptions.fixSSLTrustStorePropertiesIfProvided(NavOptions.java:1327)
at com.cloudera.nav.server.NavServer.<init>(NavServer.java:130)
at com.cloudera.nav.server.NavServer.main(NavServer.java:112)
Caused by: javax.crypto.BadPaddingException: Invalid Ciphertext String
at com.cloudera.enterprise.crypto.EncryptUtil.decrypt(EncryptUtil.java:430)
at com.cloudera.nav.security.CryptoUtil.getClearText(CryptoUtil.java:38)

Restarting the mgmt service in Cloudera Manager does not bring the Navigator Metadata Server into good health.
